THE BOYS OF PAUL STREET (1968)

In Budapest, in 1902, two rival gangs of young boys fight over the control of a piece of land, yet without things getting out of hand. But when the situation starts to deteriorate, the city hall solves the problem by taking over the wasteland in order to build on it.
